We do not follow the practice that every figure and table must have a numbered caption and must be cross-referenced in the text. For example, when the figure immediately follows the paragraph in which it is discussed and it is obvious which figure is being discussed, and when the figure will not be cross-referenced from elsewhere in the document, a caption and cross-reference are optional. In this case, anchor the image to the Figure paragraph As Character.
