Summary

Redesign the Navigator with the "More is Less" concept, and making it easier to use.

The idea is to hide away unnecessary elements from the user, and allow it to be customizable (just like other toolbars) in order to allow the user set up their workspace according to needs. The Navigator is incredibly heavy and confusing for the eyes, especially on netbook interfaces, and a minimalism approach can help resolve that. A simple redesign should fix this.
