(1) General. Please apply the comments on BITLSHIFT to this function too (wherever appropriate).
(2) Returns. In this right shift case, presumably the function always returns a positive integer.
(3) Additional details. In 1st bullet, presumably shifting a number right is equivalent to adding zeros (0) to the left of the binary representation of the number.
